The Transport Act 2000 gives the Council a statutory duty to prepare a Local Transport Plan (LTP) and that “the bus strategy is to form part of the authority's Local Transport Plan”. A LTP describes how the Council will develop and implement policies for the promotion and encouragement of safe, integrated, efficient and economic transport facilities and services to, from and within the Council's area.
The Council is also required to publish a Bus Strategy describing the Council's policies to ensure that bus services and any associated additional facilities and services are provided to those satisfactory standards, considered by the Council to be necessary to meet the transport requirements of the local community.
Finally, the Council has a duty to determine what local bus information should be made available to the public and the way in which this should be made available. Effectively, the Council must develop and implement a Bus Information Strategy in partnership with the local bus operators.
